Jack puts cup under water, covering his winkie doo (penis)
Jack holds up cup full of water (it had been under so this is normal) to give to Bart

I almost pee-peed myself from laughing so hard. I guess he remembers when he had to give a urine sample at the doctor's office a few months ago...
